I used a lot of oil pastel in this series of paintings, and I almost always buried the oil pastel under layers of watercolour and gouache. I would often take a clean sheet of paper and scribble over it with pastel or coloured pencils. The oil pastel resists watercolour so beautifully and creates a great texture to the surface.
